Position Summary:
Constance Lake First Nation is seeking a Director of Housing & Infrastructure to provide senior leadership, oversight, planning, and accountability for housing, public works, capital projects, water and wastewater services, community buildings, fleet operations, and emergency management. Reporting to the Executive Director, the Director of Housing & Infrastructure ensures community assets are safe, functional, and properly maintained; capital projects are delivered effectively; and regulated services remain compliant with applicable standards and requirements.

Qualifications:
• Bachelor's degree in civil engineering, construction or project management, public administration, or a related field; or a technical diploma combined with substantial equivalent experience.
• Project Management certification is considered an asset.
• Asset management, building code, or emergency management training is considered an asset.
• 8-12 years of work experience in infrastructure, construction, housing, or public works, including a minimum of 5 years in a management role.
• Experience in budget planning, capital project delivery, and staff management.
• Experience working in a First Nations, public-sector, or local government environment.
• Knowledge of First Nations housing programs, capital funding arrangements, and reporting requirements.
• Knowledge of drinking water and wastewater systems, fire and building safety, emergency management, procurement, tendering, and contract administration.
• Strong leadership, communication, interpersonal, organizational, coaching, and problem-solving skills.
• Fluency in Cree or Ojibway is considered an asset

Duties and Responsibilities
• Develop and oversee multi-year housing, infrastructure, and capital plans aligned with community priorities.
• Direct and manage housing services, public works operations, water and wastewater systems, community buildings, fleet operations, and emergency management activities.
• Lead the planning and delivery of capital projects from funding application through construction and commissioning.
• Maintain asset management plans and condition inventories for community housing, buildings, and infrastructure.
• Ensure compliance with all applicable legislation, regulations, funding agreements, reporting requirements, and technical standards.
• Prepare and administer operational and capital budgets and monitor expenditures.
• Oversee procurement processes, tenders, contracts, and project agreements.
• Supervise and support managers and staff within the Housing and Infrastructure sector.
• Build and maintain positive relationships with government agencies, funding bodies, engineers, contractors, service providers, and First Nation partners.
• Provide regular operational, financial, project, and compliance reports to the Executive Director.
• Participate in Council meetings, committees, and community planning initiatives as required.
• Perform other related duties as assigned.
